Transit, Clean Fuels and EV Rebates in HB2017 (2017) -Lowers the carbon intensity of transportation fuels by 10% over 10 years. Last year alone, the program reduced emissions by nearly 1 million tons.
Executive Orders: EVs and Building Efficiency -Established a goal of 50,000 zero-emissions vehicles in Oregon by 2020 (18,000 today). -Calls for new state-owned buildings to be carbon neutral in 2022; all new buildings to be solar ready by 2022; and new residential buildings to “zero energy ready” starting in 2023

Health Care

Strategy Going Forward:


  1. Ensure access to health insurance for 99 percent of adults and 100 percent of kids.

  2. Reduce cost growth below 3.4 percent in health care spending.

  3. Increase access to mental health and addiction treatment.

  4. Create better health through good jobs.


  1. Reducing Substance Use Disorder (SUD) for 75,000 Oregonians in five years.

  2. Improving standards of care and access to treatment for Oregonians with SUD.

  • Expanded access to health care coverage and access to care to 94 percent of adults and 100 percent of children in Oregon.

  • Controlled health care costs, including limiting annual premium increases and per member per month costs to no more than 3.4 percent.

  • Protected Oregonians with pre-existing conditions.

  • Protected Oregonians from unreasonable health insurance rate increases.


  • A 17 percent decrease in the rate of prescription opioid overdose deaths and a 3 percent decrease in any opioid overdose deaths from 2015 to 2016.

  • Issued Executive Order 18-01, declaring alcohol and substance addiction a public health crisis, bringing much-needed attention to addiction and recovery.

  1. Expand high-quality preschool in the next two years to an additional 10,000 low-income children, and 40,000 children in this group by 2025.

  2. Reduce class size averages to 20 students in kindergarten, 23 in grades one to three.

  3. Require a 180-day school year.

  4. Invest $300 million in career and technical education and post-secondary pathways.

  1. Prioritize ending children’s homelessness.

  2. House all of Oregon’s veterans.

  3. Invest in permanent supportive housing for the homeless.

  4. Accelerate growth in housing supply.

  • Put 7,800 new affordable homes under development in the OHCS pipeline.

  • Served approximately 31,000 homeless individuals through a range of services that includes rapid rehousing, emergency and transitional shelter, and homelessness prevention.

  • Funding public-private partnerships in five rural areas so workers can afford to live in the communities they work in.

  • Provided over $130 million in home loans to create 640 new Oregon homeowners, double the activity from 2016, and more than any year since the onset of the Great Recession.

Strategy Going Forward:
  1. Expand career and technical education (CTE) and other career-connected learning to every high school student in Oregon.

  2. Expand NextGen Apprenticeships for adults in five growing industries by 2020, including expansion into new industries.

  3. Add 1,000 Summer Work Experience Programs for underengaged Oregon Youth. Ensure funds support experience in jobs with a clear career path to high wage opportunities.

  4. Connect high schools to Oregon’s WorkSource Centers and launch career coaching pilots in three communities.

  5. Create training pathways in health care industries.

  6. Make industrial and agricultural work more accessible to young people.

  7. Invest in communities and populations that encounter significant systemic barriers to economic prosperity.

  • Lowest unemployment rate in Oregon history.

  • A 20 percent increase in the number of apprentices over the past two years.

  • Dedicated $170 million to CTE programs across the state, offering students hands-on learning opportunities that prepare them for jobs.

  • Started a program to help Oregonians who work in the construction industry start their own construction business.

  • Brought together leaders in five industries to determine how to close the skills gap in their businesses.

Earthquake Preparedness

Strategy Going Forward:
  1. Work with local governments, community groups and the American Red Cross to ensure that 250,000 vulnerable homes have 2-week ready supplies in the next three years.

  2. Implement a statewide earthquake early warning system by 2023.

  3. Continue state investments in seismic upgrades of schools and emergency services buildings throughout Oregon.

  4. Develop a plan for the Critical Energy Infrastructure Hub to prevent and mitigate catastrophic failure and ensure fuel supplies and alternate energy sources are available to responders and the public.

  5. Strengthen local emergency management organizations and develop more robust logistical staging bases, local supply chains, and more earthquake and mass displacement insurance options.

  6. Update the Oregon Resilience Plan in 2021 to reflect current best practices, community input, and academic research, including a specific plan for the Oregon Coast.

  • Appointed Oregon’s first State Resilience Officer (SRO) to coordinate resilience activities for the state.
  • Seismic Upgrades: Preparedness for Schools – passed $234 million in funding to make schools safe for students and staff.
  • Seismic Upgrades: Emergency Services Buildings – passed $63 million in funding to support emergency services buildings throughout the state.
  • Oregon School Capital Improvement Matching Program – passed $225 million in funding to match school district investments in new, seismically-sound facilities.
  • Directed the Executive branch agencies to complete Continuity of Operation Plans for all major state agencies to ensure operations in the event of a major disaster.
  • Developed and tested the Governor’s Disaster Cabinet and Continuity of Government Plan.
  • Passed $670,000 to purchase and keep in Oregon 30 National Science Foundation-owned sensors at 15 sites as part of the Pacific Northwest Seismic Network.


Strategy Going Forward:
  1. Deliver on-time, on-budget implementation of the $5.3 billion statewide transportation package

  2. Tackle congestion with multimodal solutions and strategic additions to capacity.

  3. Support broad innovation in the transportation sector.

  4. Put 50,000 electric vehicles on Oregon roads by 2020.

  5. Maintain a strong Oregon trucking industry while addressing the health impacts of diesel emissions.

  6. Utilize aviation to support rural Oregon and resiliency.

  7. Bring high speed rail to the Pacific Northwest

  • Historic Transportation Package: In 2017, Governor Brown signed into law House Bill 2017 which provides historic levels of investment to enhance our transportation and transit infrastructure to Keep Oregon Moving.
  • Taking Steps to Promote Electric Vehicles, 50,000 EVs by 2020: In 2017, Governor Brown signed Executive Order 17-21 that directed state agencies to provide the infrastructure and incentives needed to ignite the adoption of zero emission vehicles and their availability for all Oregonians.
  • Preparing for Autonomous Vehicles: By signing into law House Bill 4063 in 2018, Governor Brown directed the formation of a Task Force on Automated Vehicles and report to the legislature with legislative recommendations in September 2018.

Good Government

Strategy Going Forward:
  1. Ensure that Oregon’s small and emerging businesses have opportunities to compete and win state contracts.

  2. Demand the best deal for taxpayers by regularly re-negotiating existing state contracts.

  3. Prioritize price when evaluating contractors.

  4. Modernize and standardize critical IT statewide systems.

  5. Modernize state IT systems and create a statewide cloud strategy.

  6. Improve overall software system development transparency by posting project health status summaries online.

  • Renegotiate existing and long-term state contracts to save taxpayer dollars.

  • Required state agencies to save taxpayer dollars when leasing space and purchasing equipment.

  • Provided better access to affordable, reliable, and higher-capacity broadband internet to more than 600 sites across the state.
